Not only had they to deal with the grief of the death of their loved one in 1976 but also had to suffer as his name and by association theirs was smeared by false allegations that the 47-year-old was murdered by the IRA for being an informer. In latter years the family at least have had answers to some of the events surrounding his murder as former members of the Ulster Defence Regiment came forward to reveal their involvement in the murder. Tragically, the local man it has since turned out was simply in the wrong place at the wrong time and was the victim of a murderous gang who seized upon his vulnerability on a lonely road. In recent weeks the family have listened to startling evidence at a hearing of the Joint Oireachtas Committee into the Barron Report on his killing. Coming before that committee have been former senior Garda officers, including former Commissioners and the current Commissioner as well as the Minister for Justice It is clear from the statements made to the Joint Committee that the Ludlow family were failed by the state in their investigation into the murder and they have justly sought a public inquiry into the murder and subsequent investigation. The family want and deserve answers to four key questions into the Garda investigation into the murder. These questions are: Was the initial Garda investigation in 1976 adequate? Why was the information from the RUC on the four suspects not followed up? Why was the evidence at the scene not preserved? Was the decision taken not to pursue the murder of Seamus Ludlow and if so, who tok it? These are basic fundamental questions any family in similar circumstances would want answers to and in similar circumstances none of us would rest until they were answered. However, it is difficult to know whether even a public inquiry would get to the truth of those questions, given the culture of intelligence and counter intelligence which the security forces on both sides of the border opetated during the height of the troubles.
